Information About Measure E

Providing Equal Access to Modern Classrooms and Labs

While some schools have modern classrooms, labs and career training facilities, most do not, and are in need of essential upgrades and repairs. Updating schools would help ensure all our students have the same educational opportunities as others in the region – preparing students who plan to go to college for future success and providing career training to those who do not plan to go to college.

Safe Schools for All Students

Only some of our schools have modern safety and security systems, which means most schools require upgrades to meet the same student safety and campus security standards and provide safe learning environments for all students.

Measure E: Local Funding for School Improvements

The JUSD Board of Trustees unanimously voted to place Measure E, a $192 million school improvement bond measure on the March 3, 2020. If approved, Measure E would cost the typical homeowner approximately $98 per year and provide locally-controlled funding to:

  • Improve student safety and campus security systems, including security fencing, security cameras, emergency communications systems, smoke detectors, fire alarms and sprinklers
  • Repair or replace deteriorating roofs, plumbing, sewer lines, electrical systems and wood beams with extensive termite damage
  • Remove hazardous materials like asbestos and lead paint, as needed, from older schools
  • Provide the classrooms, facilities, equipment and technology need to support high-quality instruction in math, science, engineering and technology
  • Keep computer systems and instructional technology up-to-date
  • Provide modern labs and career training facilities at each high school so all students are prepared for college and in-demand careers in fields like health sciences, engineering, technology and skilled trades

Fiscal Accountability and Local Control

Measure E would require a clear system of accountability, including a project list detailing exactly how the funds would be used, a Citizens' Bond Oversight Committee and independent audits. No funds could be taken by the State.
